The ETR (European Transparency Regulations) is a mandatory requirement introduced by Commission Regulation (EU) No 543/2013 of 14 June 2013 covering submission and publication of data in electricity markets. Its aim is to make pan-European electricity market information more open, precise and comparable. It is mandatory for each Transmission System Operator (TSO) to submit fundamental information related to generation, load, transmission and electricity balancing which is published on the ENTSO-E Transparency Platform.
Remit was introduced by Commission Regulation (EU) No 1227/2011 on wholesale energy market integrity and transparency (REMIT). Its objective is to foster open and fair competition in wholesale energy markets for the benefit of final consumers of energy by ensuring the integrity of electricity and gas markets thereby avoiding market abuse. In the UK, ETR data must be submitted by a participant to the National Grid MODIS (Market Operation Data Interface System) platform. Data collected is then submitted by National Grid to ENTSO-E.
ETR requires that a generator (or consumer) of 200MW or more submits a notification to MODIS should the maximum export/import limit (MEL/MIL) of the station in a settlement period deviate from the most recent data submitted to MODIS by 100MW or more. This is required for both planned and actual outages and covers generation units (individual BMUs) and production units (combined at station level).
If a participant deems that an outage meets the publication requirements under Remit, then it must publish the data on an accessible platform e.g. a website or through MODIS. In reality, MODIS submissions are either triggered by operational scheduling e.g. planned outages or by plant trips. Scheduled outages must be notified to MODIS for up to three years in advance.
